1980's 60 h.p. evinrude hard idle and power surges

I bought a boat with a mid-80's 60 h.p. Evinrude. I took it out today and it started right up but would idle for maybe 3-5 seconds and quit. After achieving idle I slowy inched throttle forward and it would run rough for 10-15 seconds and die. I finally managed to work it up to full throttle. It was very sluggish like it was on one cylinder. I drove for awhile and then fished for some time. When I went to start it it did a repeat performance. Then one time after it died trying to throttle up when I restarted it you could hear the difference like the other cyl kicked in. When I throttled up it hauled ***. I went down the lake and turned around to come back and it bogged back down and stayed that way all the way back to the launch. Any ideas would be appreciated. I am going to check spark, compression and inspect fuel delivery and carb. I am not very outboard savvy so my carb knowledge is limited. Thanks Scott

also if you have not, i would disable the oil side of the VRO.

VRO conversion w/ pump still working

if the fuel side on your Pump is still working it is very simple. unplug the 2 line harness going to the oil tank, unplug the 3 or 4 wire harness, going to the Vro pump. cut and cap the oil line going into the motor. add oil to fuel tank, mix well, then remove fuel line at top carb, catching gas in a container, pump the fuel line bulb until you get premixed gas to the carb. you can tell as it will change color. put line back on carb, and go boating.
