Anyone know the website for mercury troubleshooting and vda voltages

I have been to a website that has a red backround, and it has troubleshooting for mercury outboards and VDA voltage chart. I think it starts with a P, but not sure. I know it sounds lame but can anyone help me. Thank you

I have a 1989 90 horse merc and I need the to know how to test or trouble shoot like the path that once the ignition is turned on where is the power go from there?
