1983 mariner 90 hp serail# 6114457 no power in water when in forwad gear
I have no power in the water in forward gear runs great out of water and the lower unit clicks when i put the boat in gear with motor off do i need to replace the gears and easy or hard would that be for me to fix if possible

Check compression on all cylinders. They should all be 100PSI plus and within 10% of each other. If this is good, reinstall spark plugs and start motor on flush device. use a timing light to make sure you have spark on all plugs.

sounds more like a fuel problem than a firing problems, check your fuel lines and make sure all carbs are working and the fuel pump is not leaking if one carb aint spittin fuel itll be appear to befine with no load on it but under a load it would no nothing

there is gas and oil dripping from one carb and why would the lower unit click when i spin the prop by hand when i put it in forward gear when i put in reverse i turn the motor but not in forward gear

the clicking just started after i replaced the water pump i thuoght i put it in wrong so i removed the lower unit and shifted the unit by hand and it clicked when i spun the prop

I would deal with the "bogging down" of yer powerhead first.
Does it "bog down" in reverse as well as forward when yer on the lake?.
The LU issue doesn't sound like much of a problem YET, (you have an inarticulate manner of communication so far), but you will know if it is a problem once you have full power when you hit the throttle out on the lake.
You need to prioritize yer efforts and deal with one problem at a time.
FIRST THINGS FIRST:
Once the engine starts and runs smoothly through the ENTIRE power range (when in the lake NOT on the muffs), we can help you with yer corncerns on yer LU.
Just make sure the LU has good marine gear oil; is not siezed up as it appears not to be from yer hard to decipher comments thus far, (no milky stuff fer gear oil in it), and either a fresh water pump, (or at least a functional one) as demonstrated by yer tell tale (water pump on top of said LU) fer now till the power head part of the engine performs properly.
THEN we can help ya deal with yer LU corncerns.

check and make sure alll 3 carbs r opening and fuctioning properly and if that one is dumping fuel out of the throat of the carb it could be loading up and flooding 2 cyclinders and make sure that you r not losing fire under a load when in foward gear

Sounds like a fuel issue to me as well, but it is possible the gear case is binding up in forward gear (in addition to the fuel issue which seems the primary cause of the bogging).
Were there any filings in the gear oil when you checked and or refilled it, (VERY RECENTLY)?
Take out all the spark plugs and use the starter to turn over the engine on the trailer in both forward and reverse to see if there is any difference due to binding in forward gear.
You will need to jump the starter at the powerhead to override the neutral safety switch.
I'm skeptical of binding, and if the LU was in that bad of shape you surely would have metal shavings in the gear oil.
When was the last time you changed the fuel pump???

Rebuild that fuel pump ASAP and check compression and individual spark on each wire as Chris already told you to do (when those plugs are out and you are verifying the potential for binding in forward gear).
Make sure there are ZERO air leaks in yer fuel line, bulb et al to the tank, (hopefully you have a clean and dry remote tank that some fresh mid grade pre mix can be feed to the fresh fuel pump you just rebuilt [without ANY alcohol if possible]).
Since there were no shavings in the gear oil the chance of binding in the gear case is near zero.
The likelyhood of a fuel related issue, (if the compression is even on all 6 and North of 100 psi and you have HOT fire on all 6), is very near 100%.
The easiest fix is the fuel pump, (a 15 minute job $5.00 for the kit), so I would do that just fer the sport of it since it has been 4 years on yer watch and Lord only knows how long on the last guy's watch since that fuel pump got some luv.
The carbs are next if the fuel pump doesn't cure this issue. (Good chance it will).

A slipping prop hub will cause all the symptoms you mention. Cheap to check and cheap to fix. Most of them don't slip in reverse because there's no blade pitch in that direction of rotation
