3.0GSEST timing problem

I have a 1995 Volvo Penta 3.0GS. I have tried to set the timing to 0 DEG BTDC with a Jumper (after I started it) when I removed the jumper cable and rechecked the timing idling at 1000 rpm it was still at 0 DEG BTDC. The book said that it should advance to 15 BTDC but nothing happens, is my ignition module bad or could it be my pick up coil?
**Note: it had a slight hesitation before when I accelerated**

Sorry for my ignorance but I am new to the boating world, let me give you a little more info. The boat ran good with a little hesitation before I touched it. The tune up is new and I did run the test by the manual as you suggested and it did not mention if the key was to be in the on or off position during the test of the coils, need assistance in this area. After completing the test, I set the timing to what is recommended on the valve cover and when I remove the timing connector (special tool) there wasn't any difference in the timing reading as far as advancement, need help there also if anyone has experienced this issue. The book said it should jump to 15? but it didn't advanced. Oh, I did set the carbs and it seem to be fine...thanks for your assistance
