Thinking of 1977, 75 HP chrylser

I am looking at a 1977 bay boat with a 1977, 75 HP chrysler motor. The price is $750.00 for both, the boat has been in storage for 3 years and was wondering if i should even consider the purchase. I am also wondering what i should look at to see if their is any problems. This will be my first boat so i am looking for as much information about the engine/problem areas/what to look at, The owner stated he purchased the boat and never started the engine but it turned over. If he wont let you go for a ride in it I would forget it. Three years out of service is going to have issues. Old gas varnished, rubber starting to harden and deteriate. If no ride it should be started in a barrel of water. You want to verify compression is good, spark is good and lower unit oil is clean and not leaking. There are a bunch of other things that can be wrong but those are the main ones.
