Dark Blue Spots on Vinyl

My 1999 cruiser has been developing these dark blue spots on the vinyl seats. They look like small ball point pen marks. I don't think they are mold (I hope not) as I have tried many different mold removers and NOTHING seems to get them out. They are spreading little by little as the season goes on. Could they be a chemical reaction from cleaners?

If it is mold, anyone have any suggestions? Besides store products I've tried bleach, baking soda, etc.
