old evinrude outboard problems

got a 67 Evinrude Outboard in fair condition.. but i dropped the motor down to make sure its still in running order and it wont come back up think i can fix this on my own? is it a wiring issue is their not enough fluid or what? i refuse to take it to get fixed this is my baby

I think , after re-reading your post , your having problems with your tilt-n-trim motors????? please clarify , and to aid the guru's here (not me) add motor size/modle # and pictures help too. The better the info ,the quicker your boat will be back to normal!!
