Disconnect the shift cabl at the engine and try shifting it by hand. If the shift cable has been out of adjustment for a long time and it had been ratcheting into reverse, you may have messed up the reverse gear.

outboards you do not shift nice and slow, you shift with a fast deliberate action. the clutch dog gears round off when you shift slow, and eventually will not engage. also you cable could be bad, especially if it is original.

it is possible that the cable has just worn a bit and needs some adjustment, it is a fairly easy thing to do, first off as mentioned, disconnect the cable from the motor end (easy job) then operate the shift on the motor manually to make sure it is free and does actually shift into reverse, also slowly turn the prop while doing this, now check the control handle is in neutral, and the shift at the motor is in neutral position, and then see if the end of the cable lines with the lever and the plastic 'runner" on the cable lines with the notch it fits into, if not, then you have found the problem, fit the cable end to the gear lever (in the motor) and adjust the runner untill it does line up, tighten the lock system on the runner and your done. I know it may sound a bit tricky, but it is very hard to describe how to do a simple thing sometimes!
