Tight Power steering .

My Power steering is tight ,with or without the boat running ...belt not slipping , steering dont need bleeding , brand new power steering cable, is the power steering pupm shot ? also the power steering fluid look milky. what should i do?(1992 Regal 233xl - 5.7litre engine)

The power steering ram has a shuttle valve in it that makes the power steering work as you turn the wheel. Have somone turn the wheel back and forth sas you look at where the steering cable hooks up t the ram at the engine. The cable anchor should move slightly side to side. If the steering cable is secure to the boat not allowing for this movement, then the shuttle valve will not engage. be sure the steering cable is not secured to anything at least 6" in front of where it turns forward. The cable needs to move freely.

Also, a tight turn in the cable just before where it hooks up to the ram can cause binding.
