My 88 40 HP VSO is cutting out and losing power when it is close to or over 4000RPM, usually with-in a minute of my setting it there. It runs perfectly fine at 3500 and below. I have changed the fuel filter, tightened all fuel hose connections, substituted a different fuel tank (both portable) drained both carb fuel bowls. Does this sound like a fuel pump problem? If so is it rebuiltable or must it re-replaced. Anything else I should be looking at?

if you are using the variable rate oil fuel mixing pump, it has to be replaced. or you can convert to the regular old fashioned pulse fuel pump that you premixed your oil and fuel. if you are using the regular pulse pump, they are rebuildable. the kit high trim posted is for the regular pump. you can go here and see the 2 different pumps. just follow prompts.

I am using the VRO pump. I think it is a combo oil and gas pump. Am I correct in that? I am going out in a few on the boat in a few minutes and will try the bulb squeeze trick.

In that case disregard my link. Here is a link to an explanation of the VRO system, along with maintainence, system upgrades, and servicing. When was the carb last rebuilt? High speed jets may need attention.
