96 SeaDoo throttle cable

Wondering how big of job replacing the throttle cable.It started sticking.
I can reach down to the motor end of the cable and it seems to work smooth by hand.Sometimes on the water you give it throttle and its like the cable is not doing anything.Then it starts working fine for awhile?
Something else started at the same time,try to start the engine and get warning horn and no start.unplug the dess and plug it back in and it starts fine.

be sure the cable clip in the throttle handle is in place, if the little plastic clip fell off it will cause the outer cable to move and the throttle to not respond.
