Whats this on the hull, How to repair?

I am about to buy this boat for $900 its a 84 Mckee Craft. Inside is in super shape. But the question what is this on the bottom and how will I need to go about fixing it. It is comming off in several places Have not found a place where its bad underneath whatever this is. Will the non smooth area of it slow the boat down?

What you have is a few layers of old bottom paint that was never completely removed and painted over. It will cause some drag, but if you can tell the difference you're one of a kind with that boat. Remove all you can, prep accordingly and repaint - you'll be good to go. :D
