Stator testing for '79 40HP Johnson

Hello, I'm looking for some advice on how to test the stator on my motor, model# 40R79E. The motor won't start, and I checked the spark and it was weak so I replaced the secondary coils. The spark did not improve so now I suspect that the primary coils under the flywheel are to blame. Is there any way to test these coils? Any advice would be greatly appreciated.

I pulled the primary coil today and tested the leads with a multimeter. the reading was 2 Ohms. Is this okay or is the coil defective?
