The characteristics are normal. Forward rachets, reverse doesn't. Check the gearlube, but the gearcase sounds okay. I have run into a few boats with odd size transoms. Shortshaft motors hang on 15" transoms, longshaft 20". Your antiventilation plate above the prop should run submerged by at least an inch or two.
