1998 90 hp force trim tilt/ down not up

I have a 1998 90hp force outboard. the trim tilt switch at the helm works going down but not up when the engine is off. The engine will only go up when the engine is running and vibrating. what is the solution?

I would think a loose connection in the tilt n trim wiring.<br />Follow the wires from the trim motor back under the cowl. There will be 2 relays in the wiring harness. Make sure they are all securely plugged into the harness.<br /><br />Could be that one of the relays is starting to fail and need replacing.
