    4 hp yamaha air filter?

    My 4hp yamaha motor isn't running good at all. I was told by a marine shop to add some carb cleaner to the gas and that should take care of the problem. I did and so far no results. We got to looking at the carb. and noticed there wasn't any air filter on the carb. Should there be? I would guess...

It will only idle at 1/2 choke; the choke has to be all the way off in order to run at full throttle; and it will only start on full choke. The plug looks as though it is fouled. What should I do?
