should I rebuild my starter?

I think my starter is shot. I couldn't get my boat started and that was the next suspect. I pulled it out and took it to Napa. they said it was dead. They also said that the wanted $200 for a replacement!!!!!! They also said they wouldn't sell me the automotive version ($35) for liability reasons. Don't want to wait for an ebay starter to be shipped. I understand that a marine starter is sealed and coast guard approved. I am broke cant afford that $200 and want to know if it safe for me to rebuild the starter I have. Can I reseal it after opening?
