Fuel Petcock Position

Here is a dumb question, the fuel petcock seems to be having a challenge.
When turned towards the engine it should be off thus preventing fuel flow, when turned towards the bow it should be open allowing fuel to flow to the engine. When it is turned towards the stern what does that do/mean, any help is appreciated.

Knowing what your working on would help alot. In general if the lever is aligned with the fuel outlet then it's open..
