exhaust plate stopping outboard from starting?

could a few pin holes in the exhaust plate stop a outboard from starting?

I think you need to be more specific. What outboard? That would be a good start, then a little more description of what you mean by "exhaust plate."

what i mean by exhaust plate is the plate behind the exhaust cover heres a pic and the outboard is a 1955 evinrude 7.5 hp.the plate has about 5 pin holes in it and i was wondering if that could stop it from starting

The holes can cause overheating or if in the right place to let water in a port poor preformance but as far as starting there is no water there intill the engine starts and pumps the cover full of water so I don't think thats the problem
