Could be several things or combinations. Steering cables bind. Steering rod on outboards get dirty or corroded. Sterndrive power steering rods get dirty or corroded. Power steering fluid gets low.

You need to isolate the binding to the correct component. So disconnect the steering cable from the motor and see which is binding.

Need to disconnect the aft end of the steering cable to determine if the helm/cable is the issue or is the issue in the motor/drive swivel

If you have an I/O it could also be a power steering actuator issue
