The engine is running rough and not hitting max rpm . no fault codes present but looking at the sensors the only thing that stands out is the engine load is showing 100% while the engine is not running. if it was automotive id be thinking MAF sensor ? what's you guys thoughts ?

For starters you do have water going to engine right?
Next when it doesn't want to start and you push forward on the controller are you getting 2 good streams of fuel spraying into the carburetor?

Put it all back together go out on the water. Unhook lower shift cable push in on the cable to engage forward gear.
Have some one increase throttle while your pushing in on shift cable until the problem starts.
