Can someone tell me how to remove the switch panel that's below my instrument panel? I pulled the instrument panel and breaker box to try seeing what holds it in but no luck.

I just bought a 1996 Stingray 609 with 4.3lx mercruiser and Alpha one out drive. The outdrive goes up and down at switch at the back of the boat. A the remote it will trim down but not up unless the boat is in the water? Is this normal?
