Yamaha 130hp fouling plugs

Got a 1994 Yamaha 130hp 2-stroke, it keeps fouling up the plugs... I checked the compression and it's 130,130,130, 127. Ran across the lake today wide open and stopped at the dock and checked the temp with a laser thermometer, the highest temp on the top of the block was 110 degrees. the water temp was around 67. could it be the thermostats?

why not pull it and test it to be sure it is not stuck or out of spec

thermostats checked out "ok", I'm considering trying a slightly warmer spark plug. I'm currently using NGK BR9HS-10, I'm going to try BRHS8-10.
