Wobbly Tiller Handle and very slack throttle

Hello, I just purchased my first outboard. Its a 1989 Mercury 9.9hp (2stroke) with tiller handle (shift and throttle is in the tiller handle). There are two things concerning me. 1. There is a lot of play in the twist grip throttle part that shifts the gears. 2. The entire arm itself is very wobbly. I would like to service the entire thing (tiller arm) and adjust the slack in the arm and also within the twist grip. (is there supposed to be some play within the twist throttle? like a motorcycle?)

Can anyone point me in the right direction of how to go about securing and adjusting this thing? The manuals i have found do not have the same type of handle, and so it doesn't really explain how to maintain this particular type of handle.

The 2 cables from the tiller are on the side of the motor they can be adjusted there. To tighten up the tiller there is a big nut at the swivel.

Ah, yes. I see the big nut now. (from the manual i was looking for screws)

And i wasn't adjusting the cables enough to adjust the slack.
