Key off, trim up/down and horn still work, is this normal, or has prevowner rewired ignition switch?

The main reason is to not put too much current through the ignition switch- it's not designed for it, and if it burns out... It's also handy to be able to raise and lower the drive without having to deal with the key.

So you can adjust the outdrive to service it....... if room permits (if you have clearance) in the winter it is best stored down to keep the pressure off the cylinders and water drained.
