Tank or line sludge? Try rinsing fuel tank and blowing out all lines. I also dropped carb bowls and cleaned.

As mentioned sludge from the fuel tank. Good thing you have the secondary fuel filter bit for sure there should also be on the primary fuel filter located in the fuel pump. Time to open and inspect and clean from 2nd filter all the way back to the tank.

Are you using E10 gas? That looks like it could be the results of the dreaded phase separation.

E10 is 10% ethanol/90% gasoline. Higher octane would make no difference unless it is 100% gas. Where I live, ALL gas at regular gas stations is E10.

No additive required unless you plan on keeping gas in there for more than a month then you need stabil or some stabilizer to prevent sludge formation or gelatin formation. As for the fuel pump filter, that should but just one screw to remove and inspect the filter.

After time, gunk builds up in a boat tank.
They set and condensation forms and collects.
It eventually turns into scale or sludge.
You've got sludge.
Install a water/fuel seperating filter between the tank and the squeezie ball.
Someplace under the rear at the transom.Out of the way and someplace it won't get wet.
Ethanol is alcohol and contains water and is not our friend. It can after a while(quite a while) seperate and the water settle to the bottom.
The best bet is to add ethanol treatment and keep the tank full when not operating.

thanks everyone!

well I will do all of the above. ill get a water/fuel separator and clean out the tank.

should I re-clean the carbs? also how does that get threw the fuel filter. maybe that's why I get the bogging down syndrome

Unfortunately, the primary filter is nothing but a fine mesh screen and not a paper element which could have stopped gelatinous sludge. I used regular paper element for 2nd fuel filter just like those on cars which works great for this kind of stuff.
