im sure im right i heard in the news is there any one who knows any thing different ?how do they know if you are receiving a signal?

Not required in USA, Johnny. It used to be, but everyone ignored it so they dropped it.<br /><br />Nowhere is it possible to require a license to receive. It is possible to require a license to transmit, but they gave up on it here.
