Tracker Gas tank problem

I have a tracker with a 17 gallon tank.
with my primer bulb attached directly to the connector, it will not build pressure or suck out gas. primer bulb works on a smaller tank.
I also put the open end directly into the tank and it will suck out gas directly.
its a 17 gallon tank and its maybe 1/4 full.
I made sure the connector into the tank is not blocked.
What would cause it to not draw fuel ito the primer bulb thru the connector?

Anti siphon valve stuck if equipped with it ??----Replace pick-up tube in your tank.
