Torque on outdrive

With the outdrive separated in two parts, I find I can easily turn the spline shaft on the upper part with one hand. On the lower part, I cannot turn the spline shaft by hand except with real heavy torque -- about four times the torque used in the upper part. I would not think that the pump accounts for all that needed force but I am about to take the pump off to see. Is heavy torque on the lower half to be expected and what would cause it? With both parts together (adding the two required torques) it seems like an awful load on the engine.... Thanks for any ideas....

Are you sure you are turning the shaft in the direction of normal rotation?.......:confused:
