SWITCH ASSEMBLY, CUT-OUT-TRANSOM PLATE

Was removing the shift cables on my 65 Holiday original drivetrain) and I discovered that the shift interrupter switch wires were not connected as the previous owner just electrical taped them to the wiring harness. After reading some info on https://www.sterndrives.com/shiftinteruptorswitchkits.html I realized this may be the sole or partial cause in the difficulty in shifting the boat I. Can anyone provide some insight on proper switch wiring? Also, is it normally closed or open? Want to test it to make sure it functions. Any other insights would be appreciated as well. TIA

Should have posted this in the Merc section because its a motor topic. The switch will be normally open and close contacts when shifting into neutral. Without the switch as you have found its hard to shift out of gear

What I said above is only true if the ignition is original, meaning has not been change from something other then points
