Steering wheel amlost get stuck after full turn to the left

Hey guys, Bayliner 2855 7.4 Bravo 3

The hydraulic ram was removed to allow for outdrive/steering swivel maintenance/replacement. Nothing was done to the ram itself. In y test drive, I noticed that the wheel almost gets stuck if I turn it all the way to the left. From this position, it is very hard to move for few seconds. If I keep trying it will finally turn and work fine. What might have caused this? Any ideas?

Ayuh,..... Are the wrench flats on the actuator valve perfectly vertical,..??

I will check, thank you. I did not remove the cable when I disconnected the ram from the steering arm. I just simply moved it out of the way with the cable still attached. I am curious though, are these flats need to be verticals during torquing or also during operation?

Both, the flats need to stay that way to keep the internal valve ports lined up
