I have a 1983 25 HP Evinrude . How would I run the motor without the control box. I know that two of the wires is the ground and power. What are the other two smaller wires for. I bought a new motor without the box so I hooked the control box to my new motor. I want to start it to run it so I can sell it.

You can probably use a battery and jumper cables. Just ground the negative to the block and if its possible just touch the positive terminal on the starter until it starts then remove.
I use a battery with a couple heavy wires to do the job. I just unscrew a bolt from the starter bracket and screw the ground down to that. Then with the positive wire I just hold it on the positive terminal of the starter until it starts.

Make sure there isn't any gas or fumes because there will most likely be sparks.
If there isn't a kill switch choke the motor until it dies when you want to shut it down.

connect the ground to block, and neg post on battery, positive to the top post on the starter solenoid, and pos post on battery. now take a simple auto remote starter switch, connect 1 clip to top pos post on solenoid, the other on the top small post on solenoid. this acts as the starter switch. you will have to choke the motor to turn it off.

Are you asking about hooking up a battery and cranking it or actually starting it with the harness disconnected?

I actually had the same question, but it was how to get it to fire with harness disconnected, the big red plug. Anyway to jump something to get it to fire with this plug disconnected?

Yes you can jump it with the big red plug disconnected.
Just use the manual choke to shut it on and off unless you have a kill switch.
