Is anyone familiar with a over rev control on 1999 Johnson / Evinrude engine? Was it included on these units?

Well Evinrude made a 2 HP in 1999 and Crosby ask the right questions.

Maybe I'm wrong but the poster needs to start with all the information so everyone can give him the right answer.
