Questions about my Reinell 22' Sailboat

I'm the new owner of a Reinell 22' 1976 as of about a week and a half ago. I got her as a project boat and have been spending quite a bit of time cleaning her up, crimping stays, and getting her ready to sail. I got her for free in Fisherman's terminal all the way down in Seattle.\Anyways, the pirate who handed me the boat and the title told me she had a water ballast. Well, what I can't figure out is how the water gets in to her short keel. I've looked all over and no plug/water entrance point is in sight, however under her seats obvious signs of water are there, as well as molded holes in the fiber glass that would seem to go down to between her outer fiberglass layer and her cabin body fiberglass layer. I am not familiar with water ballast, or Reinell's so some Info would be much appreciated.

was a fixed keel, shoal-draft boat? Always thought they were made of lead?

Water inside could be coming from anywhere. Don't discount the fact she probably leaks everytime it rains. Lots of these old boats do. There's a 'reinell' website I'm pretty sure. There was only two models of this boat, a 22' like yors and a 26'.
