power pack NG?

My Johnson 200 (1990) doesn't shut off. I have tried replacing the ignition switch and shorting the yellow/black wire directly on the engine's power pack to ground all to no avail. The manual suggests that this means the power pack needs replacement. My question is this. There should be another way to stop the engine--what is that way? Secondly, will the power pack progressively get worse? Currently, I have a stalling issue at low rpm in gear--I can't go below 1000 rpm. Could this be the fault of the power pack?

Just a quick followup. I replaced the power pack and the engine now turns off.
