Please Help - 50 HP VRO Evinrude

I am new to this forum but have noticed everyone seems to be very helpful so I figured I would ask for some help...

I am trying to install a new Swivel Bracket on a '86 Evinrude 50HP and I need to know how to access the top two bolts? If anyone can help I would appreciate it.

Not sure if I am thinking about you exact engine (I think I am) You may need to remove the carbs and hit it from that way. If I am wrong I am sorry but I am pretty sure that is how did it!
