Nissan NS40D2 Carburetor?

Just picked up this motor last week. It's a 1999
I'm cleaning the carbs right now and noticed the top carb throttle plate only opens up maybe 75% and evidently that's factory. If I bent that tab to make it open up fully would that give me more HP? Is this Nissan's way to restrict these motors?
Also is there a procedure to maybe bleed or to make sure the oil injection is working? I see the oil is in the filter area but the tube that comes out of it appears to be dry.
I will probably run it on a mix until I know for sure that thing is working.

Carb opening more will not increase power. Never saw oil injection fail on one of those.

There is a video on Youtube on bleeding an oil injected motor like this one. There is a bleed screw on the pump. This motor sat for 10 years and the line going to that pump is dry. I will probably just delete it anyway since I don't trust em no matter who the manufacturer is. Adding oil to the gas is easy and bullet proof.
As far as the carb goes.....there is a reason they did that and i'm not sure why but its suspicious. I don't want the extra horsepower anyway I was just wondering.
