New Merc 5.7 EFI - Surging at 3,000rpm

It is subtle, but while at cruising speed (3,000 rpm @ 20mph) the engine surges up for 5-10 sec then surges down for 5-10 sec. Does this at 3500prm as well. The rpm's on tach stay the same but you can hear and feel the surge, up and down.

I don't notice it at higher speeds. The motor did a sizeable drop off one time @ 4,000rpms. I pushed the throttle and it came back fine ... fine? Or not fine? Just once over 3 long-ish trips (10-15 engine hours per trip).

Timing?
Dirty injectors?
Fuel pump?
Old/bad gas?
Prop maybe slightly 'out'?
When it surges down, it seems like the prop is catching/pushing air.

Boat is a 2002 Rinker 232 with a brand new 5.7 EFI Merc ... the prior owner had a new factory motor installed in 2021. Outdrive is a Bravo 3 with 22p four fins.

I can contact the boat mechanic that installed it. What can I expect from the mechanic (as it is new and under warrantee)? As in, I pay for everything including the diagnosis? It is a new motor, should I get free diagnosis or free head scratching time? I really don't know what questions to ask or where to begin.

I am fairly handy and this is my 3rd boat but since this thing is new, I'm feeling a bit outta my league here. Is there something I should do (Seafoam?) prior to contacting the mechanic? The boat is currently topped up with 75 gallons of fresh 87 oct right now (no additives). So I'm pretty sure I'd have to drain most of that gas in order to do Seafoam or other fuel stabilizers/injector cleaner .... oi!

When you say brand new efi…is it efi throttle body injection or mpi full fat ?

Ayuh,.....I'd start by examinin' the contents of the fuel filter,for anything but clean fresh gasoline,.....

It will take some time (the boat is 3 hours away) but I can pull the fuel filter and install a new one. Will look for anything odd in the 'old one'.

Should I change the engine oil? The motor and oil each have about 50 hours.

Look up mpi distributor cap issues. If it’s not that this time…it will be at some point.
Check fuel this time perhaps too, if not already.

Guessing your saying its a MPI, could use a serial number

Attach a fuel pressure gauge to the rail and watch what it does, it should stay steady around 43 psi
