I assume you don't have a shop manual. Not the same, but better than nothing, are the diagrams on the online parts stores, like boats.net. Go there, go to the Honda section, find your year and model, and maybe these hoses will show in one of the the diagrams.
I have an older 8HP Honda, which evidently is somewhat different (my fuel and pee hole hoses or on the port side). However, in general, I think any black (not the clear vinyl) hoses are for the fuel system, that is, from the nipple that is on the inside end of the fuel tank hose fitting to the fuel pump inlet, from the fuel pump outlet to the inline fuel filter to the carburetor inlet. My model has no clear vinyl, I am not sure about the newer ones; Honda may have switched to vinyl for the draining type hoses (or a prev owner may have swapped them). The fitting near the bottom of the carburetor (it should be near the drain screw) has a hose that exits to the bottom of the cover, for drained fuel. Mine has a hose from the side of the block to the exit pee hole at the bottom of the housing. If by "cowling nipple" you mean that it would let any draining fuel (if you open the drain screw) out the bottom of the housing/cowling, then that seems correct.
If you did not remove any fuel system hoses and can run it in a tank or with muffs, leave the suspect pee hole hose off, run it briefly, see where the water exits, and use the appropriate length hose to route that out the bottom exit nipple.
