Never seen a boat with the drain plug inserted from the inside. Daft idea...
Inserted from the outside ensures that water pressure pushes on the plug and TIGHTENS the seal.

You can seal a 'very small leak' any way you like, as long as it seals... I once sealed a pin hole in an aluminium boat weld with super-strength areldite. Lasted years!

...and carry at least one extra plug in the boat. I've never had one fall out, but you never know.

I have seen people inset the drain plugs from the outsdie but it was mainly due to access. Yes 5200 will seal a small leak and I have always been in the habit of getting some 2 part marine epoxy for the tool kit. The type that will adhere and harden under water.

The drain plug goes inside of the boat, check how the fitting is mounted the flange is on the inside.

Did you try tightening the plug? Couple clockwise twists the nut will tighten against the rubber compressing the rubber increasing the OD of the plug. Another indictor about the plug belonging on the inside, the small chain by the drain hole is designed to be attached to the plug.

Inside or outside shouldn't matter. Whatever is convenient. Whatever works for you.
I've done both. On my Alumarine the plug was vertically mounted in a flange inside the boat.
On small tiller boats we used to pull the plug while on plane to drain water.

In many places there's a fine if you tow with the plug in.

However you want to install it. Do not use the flip lever type of plug if you mount it outside. It can snag weeds or anything and flip open, and go away. Not good. I throw out them things and get twist in ones.
