I searched around on the internet for an answer to your question. The prevailing answer was what I suspected: it’s a bad idea to not have one for two reasons: one it helps trap the anchor when stowed and it keeps the rode properly paying out and in. Think of it this way: in looking at your picture what is it that keeps the anchor in its place when your bow is bouncing around? I get that the flukes are tight up against the hull and ideally cannot be further moved due to the design of the anchor, but all that depends on a constantly tight rode and an anchor that will not flex. Big swells have a way of making things loose.
A cleaver fab shop should be able to fashion a bail using the bracket and/or roller pin as a fixing point and that way it only if the entire fixture breaks loose do you have a problem. Fill in the old hold down screws on the deck. Something like the pic below. Heck you could can buy just a bail and then drill and bolt it on the mount yourself. See other pic for bails like this that are readily available. Note: drililng stainless steel is tough, so maybe just take bracket to the shop for the holes, you do the rest.
