melted stator/rectifier help??

so i just replaced my rectifier, stator, timing base and powerpacks on my 1986 225 evinrude...i believe i overheated last month and damaged the rectifier and the batteries have been overchargin sice and causing damage.....NOW IM CONFUSED..IM STILL overchargin the batteries (16 volts or more) and now my temp gauges are going up to half way...i do not let the boat overheat so i cant be sure if they would continue up...I dont want to blow out my stator and rectifer again so where do i look for the proplem...bad batteries, cables, dual switch....im lost here...the connections oin the batteries are clean and tight and im going to check the dual battery switch today....where do i go from here

The high voltage will make the temp gauges read high. I would bypass the battery switch, and only use one battery until problem solved.

Battery good? could have bad cell.
Fly wheel check, magnets ok, installed correct?
Stator check, check for correct ohms, and short to ground. Correct stator for this engine?
Regulator should be upgrade regulator without purple wire.
All wires, and connections clean, dry, and tight?
Cooling system inspected, regulator is water cooled?
