marine carpet ( to glue or not )

i got a 14' boat deep vee aluminum. i put carpet in it but i don't want to glue it too the floor because we have zebra mussels in the lake i want to fish. they have inspections so if your boat is wet they don't let you put your boat in the water. everything has to be dry or no boating they can even in pound it . so what can i put to hold the carpet down so it don't fly away from the boat remember no glue i need to take it out and let it dry for next time any advice welcome.

Just Found Last Year Sucks. Theres Boat Inspector And If Your Boat Not Dry They Will Tag It And You Can't Put Your Boat Nowere In Colorado Lakes. So How Would I Put Snaps On I Didn't Think About Velcro Will Try
