hello all, IM very new to boat and i need a little help here!my steering is locked up and i hope i dont have to redo the cable.the cable is new but the boat sat for about two years,any help?

First I would determine where it is "locked". Is this an outboard? Is the motor free to turn or is it stuck? If you eliminate the motor as a cause, check the helm. I had one with a rack system that lost a tooth off the rack and locked up. Make sure there aren't any broken teeth if it is a rack system. I'm not as familiar with rotary systems, but you might want to take it apart and to see if anything is binding...
