Your motor looks to have about 1/3 of the parts you need for power trim. You are missing the pump/reservoir that mounts in the boat and the 4 hydraulic hoses that power the trim cylinders, and of course, the bolts.
The manual trim version of that motor needed to be in forward as Racer stated, to allow it to tilt.
