Jack plate to lower outboard on jon boat?

Hi everyone, I saw a couple other posts about this but not with my situation. I have a Johnson 40hp tiller short shaft on a 17ft mod v jon boat where the cav plate sits about 3" above the bottom of the transom. I know i can lower the motor a bit with a jack plate, and I saw concerns about tilting the motor and interference with steering cables and the transom. with only lowering a couple inches will I still have the tilt concern? and also i have a tiller motor. also, it looks like if i got a long shaft motor it would sit 2" or so below the bottom of the transom, and would still need to get a jack plate to run properly?

any other solutions short of cutting the transom? I know there are conversions available but they're 500+intsallation and im on a tight budget. looks like a manual jack plate would run about 200 or less.
