Disconnecting temp sensor has no effect. Buzzer has constant beep when key turned on, but also louder single beep heard when key initially turned on. Louder single beep seems like it would be the system check beep. System check gauge cycles through lights, then all off, but continuous beep continues, even when engine started. Buzzer has only 2 wires, so where would it be getting the ground to sound? Any help appreciated. Thanks.

buzzer is no different from a light bulb.. it needs energy B+ one side and a grd to buzz

so check the wiring either it gets constant B+ when it should not or a wire is grounded. ...

being an accessory I suspect one side is positive with key ON and the other side is soldid grounded... by a defective or active sensor or chaffed wire touching ground

open one or the other and measure with a VOM for perm B+ or perm grd

Some buzzers have a wee electronic board.-----Sound for 2 seconds when key is turned on.----Then are supposed to turn off.

Overheat.----No oil ( VRO engines )----Low oil in the tank.-----High vacuum ( fuel restriction ) on those equipped with that.

Is the VRO tank connected?
No, no VRO installed.
Buzzer has 2 wires from System Check monitor, one power the other goes back to the SC gauge, so any grounding is probably occurring in the SC gauge. VRO is disconnected, temp sensor is disconnected. Since sound is not at full volume, could there be a current leak within the gauge that allows the gauge to ground and thus sound?

anything is possible and can result from blown SC drivers due to battery sparks , over voltage etc...

since your buzzer is driven by the SC monitor and all tan triggering signals listed are disconnected your SC is likely defective.

the buzzer is either ground driven or battery driven by the SC ... in either case leakage will cause the buzzing.

had similar similar situation with trailer lights few ago. The CURT trailer module on my Kia Sorento would leak a few milliamps causing my LED trailer light to stay on all the time !! the current was not enough for filament bulbs but turned on the LEDs
