I have a 2006 Yamaha F90TXR with trim and tilt problems

My 2006 F90 worked one week and not the next. Trim and tilt only clicks. Did the troubleshooting in the repair manual and I replaced the Relay. I still have the same problem. I have 12.6 volts on output side of relay with button depressed trim doesn't work. If I bypass the relay and go straight to the battery the trim works fine telling me the motor is fine yet I'm stumped. Help.
