hydrollic steering stiff????????

I am a relitively new boat owner and i have a 1984 20 " wellcraft with a 88 hp evinrude. My steering is operable but very stiff. I have hydrollic steering but i dont know that much about how it works. I would like to attempt to improve the steering but im not sure i have any idea where to start. The parts where the motor pivots are greased reguarlly so altho im not sure i dont believe ita a problem there. i have attached some photos of my steering components..where do i begin to fix this??? i would apreciate all comments and help..I tried to look if the fluid level was good but the windows to check the levels are so scratched and fogged i cant evean tell....thanks
