New to me is a Honda BACL 1002198 numbered tag on mount; BACE 1004278 is on a motor part beneath the pull start rope in front under cover. It has a elec plug marked honda, two prong of perpendicular layout starboard side. these wires end in a looks like battery connection. I question what is this? It it for elec start or for bat charging? It has another looks like add on thingy marked cirrus and a linkage which could affect the throttle linkage. This apparatus has two small gauge wires which go to a plastic box I cannot see but feel under the splash board near fuel tank of the boat.

This motor is mounted on a trolling plate stuck in the up position. The stick on instructions are showroom new and following them as to loosen the knuckle knobs then disengage the lever and push down does not move a thing. It is mounted too low in the up position as the prop and skeg will be in the water when launched.

The good news is that when I pulled up a water bucket feed bag style, It started on first compression stroke, ran quite and even and stopped smoking once fresh gas got thru the lines.

My question , is what do I have, as far as the mystery wires, and how do I unstick the troll plate?

Also where might I find operators and maint manual?
